This is a case arising under the Longshoremen's and Harbor Workers' Compensation Act (44 Stat. 1424; 33 USCA §§ 901-950 [made applicable to the District of Columbia 45 Stat. 600; D. C. Code (1929) tit. 19, c. 2, §§ 11, 12]).
