It is contended on behalf of the collector that he cannot be held personally liable for the delivery of the pimentoes, because the acts, whether wrongful or not, were committed by his subordinates, and not by himself. In dealing with this, as with all matters in this case, we are limited to the judgment roll, as the record contains no bill of exceptions....
