This is a suit filed by the plaintiff in this court against the town of Clover, seeking to recover the sum of $6,135.27 with interest from July 6, 1927, on account of paving assessment laid by the town of Clover against the plaintiff company, and which assessments were paid under protest by the plaintiff. Jurisdiction of this court is invoked by the allegations of the bill upon two grounds:

(1) On the ground of diversity of citizenship...
