This libel is brought against the United States of America under the provisions of the Suits in Admiralty Act of March 9, 1920 (41 Stat. 525 [46 USCA §§ 741-752; Comp. St. §§ 1251¼-1251¼l]). The libelant, an American citizen, had a cargo of firearms on board the lighter No. 12071, a German harbor vessel. On October 1, 1921, in the harbor of Hamburg, Germany, the lighter was sunk and the cargo damaged by coming...
