This is a writ of certiorari to review a judgment of the United States Circuit Court of Appeals for the Ninth Circuit affirming an order of the District Court for the Western District of Washington allowing a writ of habeas corpus for Chin Bow, a Chinese boy ten years of age, and granting him a discharge.
