Under the Act of October 16, 1918, c. 186, § 1 (section 4289¼b[1], United States Compiled Statutes, 1919 Supplement), and on February 12, 1920, John W. Abercrombie, Acting Secretary of Labor, issued a warrant for the arrest of William Martin Jurgans, an alien, reciting:

"Whereas, from evidence submitted to me, it appears that the alien, William Martin Jurgans, who landed at an unknown port, on or about the 1st day...
