The Miller county highway district was created by a special act of the Legislature of Arkansas in 1915 (Laws 1915, p. 617), and empowered to construct 60 miles of highway and a bridge over the Red river. The usual district organization, consisting of a commission of three resident landowners, was provided for, with the power and duty to appoint three assessors to assess all benefits accruing as a result of the improvements to the real property...
