GIBSON, District Judge.

On September 29, 1924, the court of common pleas appointed temporary receivers for the Quemahoning Creek Coal Company, on the ground of insolvency, and on October 13, 1924, the persons so appointed were made permanent receivers. On or about the latter date an order was made, by which authority was given the receivers to issue certificates to the amount of $15,000, which certificates were to be a first lien upon all property of the company....
