The appellant was a citizen of Germany, residing in this country when, between January 1, 1916, and March 1, 1917, he performed services and expended moneys for the Deutsche Dampfschiffahrts-Gesellschaft Hansa, a German corporation operating a steamship line known as the Hansa Line.
