Charles A. Ritzman, a captain in the United States Army during the World War, was assigned to the Maintenance Division of the Motor Transport Corps, and charged with the duty, among other things, of recommending requisitions for skid chains, parts, and supplies required by army motor vehicles in the United States and overseas. Ritzman was indicted for accepting a bribe to influence his action and recommendation as a government official...
