This is an appeal from an order overruling appellant's demurrer to a petition for a writ of mandamus and directing the appellant, Wade H. Coombe, superintendent of licenses, to issue to Jacob R. Selis a license to conduct a junk and secondhand business at 1215 K street N. E., Washington, upon payment by Selis of the fees prescribed by law.
