This matter is so very clear in the court's mind at this time that I see no very substantial reason for postponing the giving of my opinion to counsel, nor for the delay and trouble incident to the preparation of a more detailed opinion in the case. What I am saying now is being taken down, and it will be sufficient for the needs of the government...
