The appellee, as plaintiff below, brought this action against appellant to enjoin it from failing and refusing to conform its rates charged for electricity furnished to the inhabitants of appellee to those prescribed by a certain franchise ordinance passed by said city on the 3d day of April, 1917, and duly accepted by the Public Service Company, the predecessor of appellant, and for an accounting for alleged excessive rates theretofore collected...
