On January 22, 1982, the trial court entered summary judgment, GCR 1963, 117.2(3), for defendant, City of Riverview. Plaintiffs appeal as of right.

Plaintiffs are the owners and operators of the Chopstick Inn, located in Riverview. On November 23, 1977, they applied to defendant, City of Riverview, for a Class C liquor license.
