Janet S. ("Grandmother"), maternal grandmother and custodian of the minor child Natalie R. C. ("the Child"), filed a petition to terminate the parental rights of Kenneth C. ("Father") in the Juvenile Court for Blount County ("the Juvenile Court"). Christy S. ("Mother"), the Child's mother, is deceased.
