Attending a meeting at the Treasury Department on October 31, 2001, Peter J. Davis, Jr., learned that the government was suspending the sale of new 30-year bonds. The meeting ended at 9:25 am; attendees were told that the information was embargoed until 10 am, when the news would be announced to the public.
