California Department of Corrections and Rehabilitation (CDCR) contends that the Workers' Compensation Appeals Board (Board) erred when it awarded benefits to applicant Robert Decourcey, Jr., (Decourcey) for injuries he sustained while driving to work. The Board concluded his injuries were compensable because the special mission exception to the going and coming rule applied....
