The juvenile court detained eight-year-old Devin P. and his two younger half-siblings (collectively the children) after the children's mother, Kristi R. (mother), who had been undergoing drug treatment, relapsed and became homeless. Devin had been living with his maternal great-uncle Donnie M., who had cared for Devin since he was an infant but had never obtained legal guardianship....
