I. INTRODUCTION

John Orchitt was exposed to radio frequency radiation in an accident while he worked for AT & T Alascom. After a contested hearing, the Alaska Workers' Compensation Board awarded him temporary total disability and medical benefits. AT & T unsuccessfully appealed to the superior court, alleging that procedural irregularities deprived it of due process and that the board's decision...
