Claude Frizzell Bloodgood, III challenges under 42 U.S.C. § 1983 the administrative decisions denying him parole and A-custody (minimum security) status. He contends that in making their decisions the Virginia Parole Board and the Central Classification Board relied on prior uncounseled convictions.
