This appeal is from an order of the Supreme Court of the District of Columbia issuing a writ of mandamus to compel the Secretary of the Interior to reinstate the application of Jean Alling, hereafter for convenience referred to as plaintiff, and to issue her a permit to prospect for oil and gas upon certain land in the Visalia, Cal., land district.
