On 24 June 1970 Robinson sued the Board of County Commissioners of Prince George's County (County) and two of its gendarmerie, Borregoord and Austin. He declared, in substance, that in the late afternoon of 19 July 1969, Borregoord and Austin, "while acting within the scope of their employment" by the County "did then and there willfully, maliciously, and without justification...
