DENNIS, Circuit Judge:

The Commissioner of Social Security, concluding that Fidel G. Loza ("Mr. Loza") was not disabled within the meaning of the Social Security Act, denied his claim for Social Security disability insurance benefits. See 42 U.S.C. § 423 (1991).
