Appellant, the City of Beaumont ("City") appeals the trial court's order denying its plea to the jurisdiction. We have appellate jurisdiction to consider an interlocutory order denying a governmental unit's plea to the jurisdiction. Tex. Civ. Prac. & Rem. Code Ann. § 51.014(a)(8) (West 2008).
