In this implied-consent case, Aaron Neil Sarber appeals from the revocation of his driver's license and impoundment of his license plates. He argues that the traffic stop underlying the revocation order was unlawful because it was based solely on the officer's observation of appellant twice flashing his high beams as the officer approached.
