This petition presents the question whether a woman who will fall victim to an "honor killing" at the hands of a family member is entitled to relief either under the Convention Against Torture (CAT) or under the procedure known as "withholding of removal." For the latter, she must prove that she is a member of a "particular social group" within the meaning of the Immigration and Nationality Act (INA), 8
