Claimant has been employed as an electrical technician by the employer since 1990. In August 1995, he experienced a compensable work-related injury to his back, for which he lost no time. As a result of that injury, a claim for workers' compensation benefits was established, the responsibility for which was eventually transferred to the Special Fund for Reopened Cases.
