At issue in this case is the interplay between the newborn screening statutes, Minn.Stat. §§ 144.125-.128 (2010), and the Genetic Privacy Act, Minn.Stat. § 13.386 (2010).1 The Minnesota Department of Health, as part of its newborn screening program, collects blood samples of newborn children to test for various disorders.
