This appeal raises the issue of whether the district court or the Louisiana Public Service Commission ("the PSC") has subject matter jurisdiction to adjudicate claims relating to the quality of water supplied by a public utility. Plaintiff challenges the trial court's judgment maintaining the defendant's declinatory exception raising the objection of lack of subject matter jurisdiction and dismissing her case.
