Plaintiff Carole Saunders brought this civil rights action under 42 U.S.C. § 1983 against Yavapai County, Yavapai County Sheriff's Deputy Richard Silva ("Deputy Silva"), Yavapai County Sheriff's Deputy Deborah Dean ("Deputy Dean"), Yavapai County Sheriff Steve Waugh ("Sheriff Waugh"), Yavapai County Attorney Sheila Polk ("Polk"), and Yavapai County Deputy Attorney Steven Sisneros ("Sisneros").
