INTRODUCTION

The Nebraska Department of Health and Human Services (DHHS) determined that Iverna M. Harms was required to contribute $665.38 per month toward her medical care under Medicaid. The district court affirmed the determination of DHHS, and Harms appeals. For the following reasons, we reverse the judgment of the district court and remand the cause with directions.
