Thomas Cachucha was indicted in the United States District Court for the District of New Mexico on a charge of involuntary manslaughter in Indian Country. See 18 U.S.C. §§ 1112(a), 1153. He pleaded guilty to the charge under a plea agreement that anticipated a sentence of not more than 16 months' imprisonment. At sentencing, however, the prosecutor expressed distress at such a short sentence and the district court sentenced him...
