MEMORANDUM AND ORDER

OWEN, District Judge.

In the 1980's Raymond Clark, among a number of others, was a co-conspirator with James Jackson, who more or less took over the Nicky Barnes drug empire in Harlem, New York City. Clark was convicted August 25, 1988 after a four month trial before me and was sentenced to 50 years imprisonment. The enterprise distributed millions of dollars of narcotics over a seven year period in New York, Connecticut, Washington...
