On May 1, 1996, Bombardier Corporation ("Bombardier"), GEC Alstom ("Alstom"), and National Railroad Passenger Corporation ("NRRPC," "Amtrak") entered into three fixed price contracts (collectively referred to as "Contract") for the design and construction of high-speed passenger trainsets, locomotives, rail equipment, and facilities to be operated by Amtrak in the Northeast corridor.1
