Plaintiff, Ginny's Kids International, Inc. (GKI), appeals the determination of an Administrative Law Judge (ALJ) that upheld the decision of the Colorado Secretary of State, denying GKI's application for a bingo-raffle license under § 12-9-104, C.R.S.2000. We affirm.
