Robert Herbert Kramer was found guilty of the willful failure to pay a past due child support obligation in violation of the Child Support Recovery Act ("CSRA"), 18 U.S.C. § 228. On appeal, Mr. Kramer claims that he did not receive service of process in the state action seeking the child support order and that his federal conviction based on his noncompliance with that state order is therefore invalid.
