BACKGROUND

On March 7, 1990, a United States Customs Service ("Customs") inspector at John F. Kennedy International Airport ("JFK") examined a bag that Felix Echendu had checked as luggage prior to boarding a flight to Lagos, Nigeria. The bag contained six unusually heavy Bisquick boxes.
