The Laramie County Board of County Commissioners (Board) adopted a resolution regulating the sale, control and possession of fireworks. Gerald L. Dunnegan (Dunnegan), a fireworks retailer, petitioned the district court for judicial review of that decision and for an injunction enjoining the Board from enforcing the resolution.
