Plaintiff, having fished in the Pepacton Reservoir from dusk until midnight, parked his car on a shoulder of the access road to the reservoir, owned by the City, and fell asleep. A few hours later, a car driven by an apparently intoxicated driver ran off the road, hit plaintiff's car, driving his car into another parked car, causing him severe injuries.
