A wage dispute between the State and unions representing certain State employees culminated in arbitration awards pursuant to an Iowa statutory scheme which provides for collective bargaining for public employees. Legislation funding wage increases in accordance with the awards was passed by the General Assembly but was the subject of an item veto by the governor.
