OPINION

BILLINGS, Judge:

The Division of Driver License Services, Department of Public Safety of the State of Utah ("DLS") appeals a Third District Court order reinstating Verdon C. Brinkerhoff's ("Brinkerhoff") driver's license. We reverse and remand to the district court to reinstate DLS's order suspending Brinkerhoff's driving privileges.
