I. FACTS AND PROCEEDINGS

Shelly I. Clark suffered an injury while employed as a bus driver for the Municipality of Anchorage on December 15, 1981. Evidently, driving a bus with very stiff steering caused pain in her back, left leg, left shoulder, left arm, left wrist, and left side generally. After the injury, the Municipality paid $22,566.11 for temporary total disability...
