This is an appeal from a decision of the superior court setting aside a decision of the Agricultural Employment Relations Board because two members of the Board had a conflict of interest and because the Board did not allow the Arizona Farmworkers Union to amend its complaint to allege an unfair labor practice by excluding union sympathizers in Mexico from participation in legal employment through the "H-2" program.
