The principal issue in this appeal is whether a home rule municipality must conform to the requirements of "An Act regulating wages of laborers, mechanics and other workers employed in any public works * * *" (Ill. Rev. Stat. 1985, ch. 48, pars. 39s-1 through 39s-12) (Prevailing Wage Act) in seeking bids and awarding contracts for public works...
