The Department of Social and Health Services (DSHS) appeals a superior court order purportedly "clarifying" a previous order issued by another judge of that court. Respondents Hugo J. Kringel, Ray E. Girod and James E. Kovacevich were granted certain remedies by this "clarifying" order.
