Jack Tibbetts brought an action for intentional infliction of emotional distress, negligent infliction of emotional distress, violation of right to privacy, and breach of contract against Crossroads, Inc., a private adoption agency. During the discovery process, Crossroads refused to disclose information in Tibbetts' adoption application file.
