Ralph A. Allen, petitioner, seeks review of a court of appeals' decision affirming an award of the Industrial Commission of Arizona (Commission). The Commission denied jurisdiction to hear petitioner's workers' compensation claim because petitioner had failed to file his claim within one year as required by A.R.S. § 23-1061(A).
