This is an appeal by Daul Insurance Agency, Inc., plaintiff-appellant, from a judgment dismissing its petition to have a Jefferson Parish contract with Gerard Schexnayder for insurances services set aside on the grounds that it was improperly let without public bids. Because we find that the services at issue here constitute professional services and are thus exempt from the bidding requirements of the Jefferson Parish Home Rule Charter, Sec. 4.02...
