This is a review of an Industrial Commission award denying compensation on the basis of lack of jurisdiction. Claimant claims that he injured his back in 1983 when he fell off a ladder in the course of his employment as a pipefitter. More than a year later, he filed a claim for compensation for back surgery which he alleged was causally related to the industrial incident.
