Gayety Theatres, Inc. operates the Pussycat II, a purveyor of sexually explicit films and videotapes. In 1982 a Florida state court enjoined Gayety's showing of a certain unnamed videotape. As a further sanction, the City of Miami revoked Gayety's business license for one year pursuant to section 31-37 of its city code.
